Leilani Frew brings extensive executive leadership experience across the public and private sectors, with deep expertise in housing, transport, infrastructure, strategy, governance, investment, finance and complex commercial arrangements. Passionate about creating positive social impact through safe, secure and affordable housing, she is committed to strengthening outcomes for residents, communities and partners.
Before joining Housing Choices Australia, Leilani served as Deputy Secretary, Financial and Commercial at the New Zealand Treasury, where she led large, high-performing teams and oversaw significant government investment portfolios across housing, transport and infrastructure. She was also the inaugural Chief Executive Officer of the Australian Government’s Infrastructure and Project Financing Agency and held senior leadership roles within NSW Treasury, leading major infrastructure, social housing and public service reform initiatives. Earlier in her career, she held senior executive roles in investment banking, advising clients around the world on capital raising, acquisitions and divestments.
Leilani is recognised for her strategic leadership, commercial acumen and ability to lead complex organisations through growth and change. She is committed to fostering an inclusive, values-driven culture and building strong partnerships across government, industry and the community sector. She leads Housing Choices Australia in delivering quality, affordable homes and creating thriving communities where people can prosper.
